FM Hazardous Materials Program

The Facilities Management Hazardous Materials Program (HMP) supports the University of Minnesota community by managing hazardous building materials in campus facilities. Our program ensures work is performed safely and in full compliance with applicable state and federal regulations, protecting people, property and the environment.

This page is intended for the University community, project managers, and others seeking information about how hazardous building materials are assessed, managed, and addressed within University facilities. 

HMP Responsibilities

Our Hazardous Materials Program team is responsible for the Identification, abatement, and management of hazardous building material, including:

Our program oversees the safe removal, transportation and segregation of hazardous materials associated with building maintenance, renovation, and demolition activities. We partner with Regulated Waste for consolidation and storage.

Consultation and Regulatory Support

In addition to direct abatement services, our Hazardous Materials Program team provides expert consultation and regulatory guidance. We help University partners interpret and apply requirements from regulatory agencies, including:

  • Minnesota Department of Health (MDH)
  • Occupational Safety and Health Administration (OSHA)
  • Minnesota Pollution Control Agency (MPCA)

We work with project teams early to support compliant planning and reduce risk throughout the life of a project. 

Training

In addition to providing asbestos awareness training for over 1,000 University employees annually, our team helps with hazard awareness, regulatory, and project-specific safety coordination training.

Monitoring and Sampling

Our team conducts air monitoring, bulk sampling and clearance inspections for:

  • Asbestos
  • Lead
  • Mercury
  • Perchloric acids

We document and maintain required records for the materials listed above.

Project Management

We offer project management services for:

  • Abatement projects, including assisting with design, budgeting, bidding, and overall project oversight
  • Hazardous materials assessments
  • Coordination with construction and maintenance teams

Lab Sterilization and Facility Support

We provide:

  • Trained teams for the sterilization of the University's BSL-3 laboratories using vaporized hydrogen peroxide (VHP)
  • Specialized hazardous material handling support
